China's Debut on IHE World Summit Won High Praise

On September 11, 2017, the third IHE World Summit was held by IHE International Board in Sands Expo and Convention Centre, Singapore. This was also the first IHE World Summit held in Asia. At the Summit, HIT opinion leaders, medical management specialists and government officials from US, Europe, Australia and Asia delivered speeches on the development of IHE in different countries and regions, as well as the related practice and experience on cutting-edge HIT innovations. As the authorized representative of IHE China, China Association of Medical Equipment (CAME) delivered a keynote speech about the development of IHE China over the past decade. The speech gave international peers a better understanding of IHE China and won high recognition.

Dr. Michael McCoy, the Co-Chair of IHE International from the United States, delivered the opening keynote speech. He talked about the huge worldwide challenge of healthcare information interoperability. How to make patients manage their own medical data and share with third parties in a safer and more accurate way has become the main issue for many countries.

Dr. Susann Roth, a senior healthcare expert at the World Bank, gave a speech entitled "IHE from the Perspective of Investment and Sustainability". Dr. Roth has been working in the World Bank in recent years, supporting healthcare reform in Asian developing countries. She mentioned that the HIT levels in many developing countries are still at an early stage. Therefore, understanding and adoption of IHE Technical Frameworks and Profiles will help those countries save a significant amount of manpower and financial resources.

As the convenor of the third IHE World Summit, Mr. Jürgen Brandstätter, the Co-Chair of IHE Europe from Austria, delivered a speech on Mobile Health and FHIR (Fast Health Interoperable Resources), and wonderfully explained the relationship between FHIR and IHE Technical Frameworks/Profiles.

As IHE China Vice Chair, Mr. Tony Cui, the President and CEO of Hinacom (Beijing) Software and Technology, Ltd., participated in the Summit, and delivered a keynote speech on behalf of IHE China. Mr. Tony Cui’s speech contained three parts. First, he retrospect the history of IHE China: The preparation of founding IHE China started in 2006. In 2008, six top industry associations in China jointly initiated the establishment of IHE China. In 2009, IHE China was officially established and acknowledged as a member of IHE International Board. Since then, IHE China began conducting IHE Connectathon tests and related certification work. The test results are mutually recognized between IHE China and IHE international. IHE China currently has 5 subdivisions, with nearly 200 top experts from healthcare information field and standard accredited personnel.

Next, Mr. Tony Cui shared with the attendees about the Connectathon test work done by IHE China over the past decade. According to IHE China test standard, there were 13 Connectathon tests from 2008 to 2017. 233 vendors participated in the tests, declaring 4354 actors, of which 3119 actors passed the tests, with a total pass ratio of 71.64%.

Through nearly 10 years of efforts, IHE China has developed a team of experts who possess profound understandings of IHE Technical Frameworks, and established a comprehensive Connectathon test platform and a mature onsite testing system. IHE China also made improvement based on local demand of healthcare informatics in China. The organization has made outstanding contribution in terms of the development of healthcare informatics in China.

At the end, Mr. Tony Cui shared some of the major tasks of IHE China in 2017, as well as the future focuses: IHE China Connectathon test conducted in the first half of 2017, with a record-high participation of total 51 vendors; Multiple workshops to Chinese HIT related practitioners on IHE Technical Framework training; Introductions of the past and coming four national conferences and summit forums. “With the vigorous development of mobile health and wearable equipment, IHE China's next focus will be on the connection between PCHA (Personal Connected Health Alliance) / FHIR and IHE Technical Framework as well as its related testing work.", according to Mr. Tony Cui.

Starting from 9:00am, the Summit went on till 5:30pm. Representatives from China had in-depth exchange of views and built sustainable relationships with international peers, laying a solid foundation in the sense of internationalization of IHE China as well as improving the level of IHE standardization in Asia. Overall, China's debut on IHE World Summit made a great success.

IHE (Integration Healthcare Enterprise) is an international organization initiated by the Radiology Society North America (RSNA) and Healthcare Information and Management Systems Society (HIMSS) in 1997.
